MODAF/NAF: The OwnsProcess (MODAF::ProcessOwner) relationship asserts that an ActualOrganizationalResource has responsibility for an OperationalActivity.
Note
This does not imply the resource conducts the activity, merely that it has managerial responsibility for it.
