Non Measurable elements cannot have Actual Measurement Set assigned
Description
All UAF Elements have property called Measurement Set. It is filled in with the Measurement Sets and marks that the element is measurable. Actual Measurement Set instantiated from these Measurement Sets contains actual Measurements of the particular element. Only measurable UAF elements can be measured by Actual Measurements. This rule should mark UAF elements that are Measured by Actual Measurements, but do not have Measurement Sets defined (is not measurable).

Solvers
You can use one of the following solvers:
- Remove Measurement Set - removes Current Actual Measurement Set from UAF Element actual Measurements property.
- Make Element Measurable - if Actual Measurement Set has Classifier defined (Measurement Set), assigns it to the Measurement Sets property of the same UAF element. Otherwise Creates new Measurement Set under the same owner Actual Measurement Set is and sets it as its Classifier. Also sets the Measurement Set as Measurement Sets property value for the same UAF Element Actual Measurement Set is assigned to.
