To work with Strategic Constraints diagram
- Create or select a Capability.
- Create a Measurement property(-ies) for that Capability.
- Define a Measurement type (for example, Primitive or Measurement Set).
If you want to define the actual values for the measurement(-s), you need to instantiate the Capability.
