The Cameo Collaborator Publisher plugin must be installed in your modeling tool.
You can only publish documents on 3DEXPERIENCE platforms that are deployed on the cloud and you need to select the relevant check box when logging in:

Cameo Collaborator works only with projects stored on a cloud-hosted 3DEXPERIENCE platform. If you want to publish a local model, first add it to the 3DEXPERIENCE platform.
