It is recommended to create an OV-4 Organizational Relationships Chart before creating a PV-1.

To create a PV-1 diagram

Create Projects.
Associate Projects by dragging one project (part) to the other (whole). Alternatively you can specify the whole and part properties.
Associate Projects with Organizations (OV-4 Organizational Relationships Chart) or Individual Person Roles (OV-4 Organizational Relationships Chart) responsible for them using Organizational Project Relationship.
